The National Basketball Association (NBA) is set to implement significant changes to its rules aimed at preventing teams from engaging in tanking for the upcoming 2024 season. During a meeting with the league’s 30 general managers on March 14, 2024, Commissioner Adam Silver outlined the league’s commitment to safeguarding the integrity of the sport and addressing the rising concern over tanking.
In recent discussions, the NBA has been exploring various concepts to deter teams from deliberately losing games to secure better draft positions. These discussions have involved stakeholders from the board of governors, the competition committee, and team executives. Silver emphasized the need for an aggressive approach to tackle the issue, which he noted has become increasingly prevalent in the current season.
Proposed Changes to Draft Rules
Among the proposed changes to the league’s draft rules are several key measures. Teams will only be able to protect first-round draft picks if they fall within the top four or top fourteen selections. Additionally, the league is considering freezing lottery odds at the trade deadline or a later date, which would prevent teams from gaining an advantage through strategic trades that undermine competitive balance.
Other potential changes include prohibiting a team from selecting in the top four in consecutive years or following consecutive bottom-three finishes. Furthermore, teams that reach the conference finals will be disqualified from picking in the top four the following year. Another suggestion includes allocating lottery odds based on a two-year performance record and flattening odds for all teams participating in the lottery.
During the meeting on Thursday, Mike Krzyzewski, the senior adviser to basketball operations, underscored the urgency of addressing the issue. He urged all stakeholders to be ready for the forthcoming changes and to respond swiftly to ensure the integrity of the league remains intact.

Silver has publicly acknowledged the severity of the tanking issue, stating that it has been “worse this year than we’ve seen in recent memory.” He is committed to evaluating “every possible remedy” to ensure the league’s competitive integrity is upheld. Just prior to the meeting, the NBA penalized the Utah Jazz and the Indiana Pacers for fielding teams without healthy players, imposing fines of $500,000 and $100,000, respectively.
