UPDATE: The Air Quality Management District (AQMD) just announced a significant rebate program aimed at cutting emissions from gas appliances in households. During a tense meeting on October 3, 2023, at the Santa Clarita City Council, officials revealed that eligible single-family homes can receive up to $2,500 for replacing gas or propane HVAC and water-heating systems with qualified heat pumps.
This initiative comes amid rising concerns about reliance on electricity in a city plagued by power outages. Councilwoman Marsha McLean voiced strong apprehensions, emphasizing that while transitioning to electric appliances is crucial for reducing emissions, it poses risks during blackouts. “If everybody has all electric appliances and electricity goes out, you’re stuck in your home with no heat and not the ability to even cook,” she remarked during the public comments.
Stephano Padillo, the new representative for AQMD, clarified that the program is voluntary and not mandated. He reassured residents that the $21 million pilot program operates on a first-come, first-served basis. “We are in conversation with our partners about ensuring energy supply,” he stated, acknowledging the concerns raised by McLean.
Michael Krause, assistant deputy executive officer for AQMD, explained that Santa Clarita residents, not classified as “disadvantaged communities” under Senate Bill 535, are eligible for $1,500 to replace gas furnaces and $1,000 for water heaters. These rebates can be doubled in areas categorized as “over-burdened,” which will receive 75% of the available funds.
The program also allows for “stacking,” meaning residents can apply for multiple rebates, potentially covering the full cost of new appliances. This feature is a game changer for households looking to transition away from gas utilities.
Residents will have the opportunity to learn more about the rebate process during a Zoom session next month. This information session will detail how to become eligible for replacements purchased from July 1, 2023, onwards.
