Clearwater Launches Major Construction Boom in Downtown Area

UPDATE: Downtown Clearwater is poised for a transformative construction boom, with multiple projects set to break ground imminently. This redevelopment initiative will include a new hotel, high-rise apartments, and a major streetscape overhaul, promising to reshape the area and boost local tourism.

According to a city announcement, construction is slated to commence soon, with a focus on revitalizing key downtown zones and addressing parking shortages. A significant 10-story hotel and parking garage will rise on the eastern edge of the park, just south of the Clearwater Main Library. Meanwhile, the site of the former city hall will see the construction of a high-rise apartment building catering to the growing demand for housing.

In addition, a new parking garage with the capacity for 397 vehicles will be constructed across Osceola Avenue. This garage will be part of a major streetscape project that will revamp Osceola Avenue itself, enhancing accessibility and aesthetics.

These developments come on the heels of the recently completed $84 million redevelopment of Coachman Park, which has already attracted more than 336,500 visitors since its reopening in 2023. The park hosted over 100 concerts, signaling a booming interest in Clearwater as a destination for events and entertainment.

Drivers should prepare for traffic changes as construction begins. Notably, southbound lanes on North Osceola Avenue have shifted to share the north lane just south of Drew Street, leading to potential delays.

Here’s a closer look at the key projects underway:

Clearwater City Hall: Construction is already in progress for the new Clearwater City Hall at 200 S. Myrtle Avenue. As part of a $31.6 million civic redevelopment effort, this two-story, 40,000-square-foot facility is expected to be completed by September 2026.

PSTA Clearwater Station: The Pinellas Suncoast Transit Authority (PSTA) started work on a new multimodal transit hub in August, which will replace the outdated Park Street Terminal. The station, designed to enhance safety, accessibility, and rider experience, is set to open in early 2027 and will feature electric vehicle chargers and bike racks.

The Harborview Hotel: A new 158-room hotel will be built at the former Harborview site, featuring retail space and a rooftop bar. Construction is expected to take 21 months.

Osceola Avenue Parking Garage: This 397-space public parking garage will begin construction later this fall at the intersection of Pierce Street and Osceola Avenue, with expected completion in December 2026.

Bluff Apartment Development: Groundbreaking for a 28-story multipurpose building is set for January 2026. Located at the former City Hall site near Coachman Park, it will include 400 rental apartments, approximately 10,000 square feet of retail space, and an underground parking garage, with completion targeted for April 2028.

Osceola Avenue Roadway Improvements: Major upgrades to Osceola Avenue will commence in early 2026. This project will enhance infrastructure with underground utility upgrades, new sidewalks, improved drainage, updated lighting, and landscaped crosswalks, aiming for completion by early 2027.
