The Jamestown Public School Board has unanimously accepted the resignation of Michael Paul Romans, a 45-year-old elementary school teacher, following allegations of engaging in an inappropriate sexual relationship with a minor. The board’s decision occurred on January 19, 2024, after Romans submitted his resignation on January 15, just days before the board’s meeting.
Romans, who taught at Gussner Elementary School, faces a charge of corruption or solicitation of minors, classified as a Class C felony. He is currently held at the Stutsman County Correctional Center on a bond set at $50,000 or a surety bond of $200,000. The allegations state that he engaged in sexual acts with a victim who was between 15 and 17 years old during the period from April 2, 2014, to April 1, 2017.
According to court documents, the unidentified victim reported to the Jamestown Police Department on December 5, 2023, that she was babysitting for Romans while in middle school and later received tutoring from him in high school.
In light of these serious allegations, Romans’ resignation was presented as an alternative to a recommended discharge proceeding. This means he has waived his rights to a hearing regarding his employment status. Rob Lech, the superintendent of the Jamestown Public Schools, confirmed that the situation regarding Romans’ licensure will be reviewed by the North Dakota Education Standards and Practices Board (ESPB). This review can occur either through the board’s initiative or following a request for inquiry.
The Class C felony charge carries significant penalties, including a potential five-year prison sentence and a fine of up to $10,000. If convicted, Romans could face a mandatory minimum of five years supervised probation, with the possibility of lifetime probation depending on the circumstances.
In addition to his role as a teacher, Romans has also served as a volunteer firefighter with the Jamestown Fire Department. Following the allegations, he has been placed on administrative leave from this position as well.
