Sagadahoc County Appoints First Community Navigator for Residents

Sagadahoc County has appointed its first community navigator, Mark Hymbaugh, to assist residents in accessing essential local, state, and federal support programs. This position aims to guide individuals through various services, including substance use disorder assistance and home heating aid.
Operating from the Sagadahoc County Sheriff’s Office in Bath, Hymbaugh began his role on August 25, 2023, after serving in a similar capacity for Lincoln County. His responsibilities include helping residents find government support services, such as food banks and heating assistance, while also facilitating the application process for these services.
Hymbaugh describes his role as akin to a “hands-on, in-person 211 service,” emphasizing that he provides direct assistance to those seeking resources. His primary focus areas include housing, heating, and food security.
Funding and Community Engagement
The establishment of the community navigator position was made possible through funding approved by the Sagadahoc County Commission. This funding comes from the opioid settlement, which awarded Maine $230 million as part of a national $7.1 billion settlement with Purdue Pharma. Approximately $100,000 of these funds have been allocated to support Hymbaugh’s role.
In addition to his outreach to residents, Hymbaugh actively engages with local coalitions, including the Board of Health, the Bath Recovery Community Center, and the Southern Midcoast Communities for Prevention. His goal is to ensure that various community stakeholders, such as town offices and school counselors, are aware of the resources he offers.
Hymbaugh emphasizes the importance of personalized outreach, stating, “I am not just handing phone numbers; I want to explain the program to someone and say, ‘This is how you can use it, this is how you access it.’” His proactive approach aims to bridge gaps in service and improve access to vital resources.

Residents seeking assistance can find Hymbaugh’s office adjacent to the Sagadahoc Emergency Management Agency at 752 High St., Bath. He is also available to meet individuals at accessible locations, such as the Bath Area Family YMCA or local libraries.
